The eks-gitops catalog: what ArgoCD installs on a cluster once it exists, and in what order.

Everything here is a chart in a catalog rather than a resource in an IaC module, which is the layer boundary from the substrate page seen from the other side. An addon that needed a cloud resource would be split across both layers rather than reaching across from this one.
