8 · Observability — One neutral waist. Producers emit OTLP to a stable alias; which backends exist behind it is a property of the cluster tier.

The OTLP waist. Every workload emits through one pipeline, and the tier it lands in is a property of the cluster rather than of the application.

Two tiers exist — floor and full — and the choice is a single knob rather than a set of independently-wired addons. That is what keeps a cluster from claiming a tier it has no backing for.
